  • Texas I-69 is in Initial Environmental Study 650 mile length
  • DEIS complete Spring 2006: Identify preferred corridor (+/- 4 mi) or no-action
  • FEIS complete Winter 2006

  • Tier 2 Environmental studies Winter 2006 (after FEIS)
    • Determine final route
    • Within 4 mile wide corridor
    • Existing highways in corridor will be included in analysis
    • Length of study typically 3-5 years
    • Advanced based on need—phased implementation

Observations
  • Trans Texas Corridor Advisory Committee—a communication tool
  • Full width of 1200’ not needed along length of corridor
  • Elements (highway, rail, utilities) could disaggregate where feasible or required
  • Houston connection from south & north to the ports on east side

  • Comprehensive Development Agreement (CDA) on TTC/I-35
    • Other bids will be taken for individual elements (combination of design, build, operate, maintain, finance)
    • TxDOT has multiple opportunities to exit agreement with Cintra
    • TxDOT can choose alternate means of development
    • Route to be selected by TxDOT

Observations
  • TTC is a massive conceptual plan to help Texas avoid future infrastructure expansion problems as the population more than doubles by 2050
  • The TTC concept is in the process of “maturing” as environmental and financial feasibility studies are undertaken
  • Its ultimate extent and configuration will be the product of these studies and demand
