HCFCD Bond Program Update

Below is a list of some recent action on the Harris County Flood Control District bond program projects.


Bond Fund Distribution
  • $9.6 million in construction contract awards for repairs ($2.5 million on 9/25/18)
  • $120 million in new construction advertisements through the end of ’18
  • $1.8 million in new consultant agreements
  • 19 new project starts
  •  16 new authorizations to negotiate with consultants
  • $250 million line of credit approval (increased from $64 million)
  • Authorization for 20 new staff positions
Federal Grant Pursuits
  • Repairs
    • $12.6 million grant received
    • $65 million in grants expected over next two months
    • $18 million expected from FEMA
  • Buyouts
    • Hazard Mitigation Grant Program
      • $212 million received over three awards ($169 million federal share)
      • $10 million +/- expected in final buyout award
      • 1,000 home in total
    • Community Development Block Grant- DR
      • $200 million for buyouts expected end of this year (1st tranche)
  • New Projects
    •  EDA- Tunnel Feasibility grant ($400k) expected soon
    •  FEMA Section 404 (Hazard Mitigation Grant Program)
      • $180 million in applications (8 project)
    • FEMA Section 406 (PA)
      • Multiple projects being discussed
    • Community Development Block Grant- DR (U.S. Department of Housing and Urban Development)
      • 1st Tranche has $200 million for infrastructure (outside City of Houston)
        • $120 million for MOD, $80 million competitive
