WHA’s Star of Excellence recognizes individuals who are not members of the Association, but whose work complements our own to achieve a shared vision. We honor them as shining examples of the leadership and determination that help create meaningful experiences and opportunities throughout the greater West Houston region and beyond, and we are proud to recognize Marlene Gafrick as the 2026 Star of Excellence. For over four decades, Marlene has been a leader in advancing planning, development, and public service initiatives across the Houston region. During her 33 years with the City of Houston Planning and Development Department, including eight years as director, Marlene helped modernize Houston’s development regulations, strengthen neighborhood protections, advance mobility planning, and encourage responsible growth. Now serving as a Senior Advisor to the Mayor of Houston, Marlene remains a trusted regional leader whose collaborative, forward-thinking approach has helped shape stronger and more sustainable communities throughout Greater West Houston.

The Quality Planned Development seal signifies that a development has met the stringent mandates of superior development found in trendsetting quality living and working communities.

Sustainability Stars recognizes and encourages sustainable practices in land development and infrastructure, focusing on Investigation, Investment, Integration, Inspiration, and Innovation.
